Ioanna Samprakou

Founder & Managing Partner

Ioanna is based in Athens, Greece. She is currently CEO of Elite Global Consulting Services, a 360° strategy and business consulting firm, and also serves as Vice Chairman of the Board of Directors at REDS S.A., Member of ELLAKTOR Group. 

She is an accomplished senior executive with an extensive record of top-management positions, with extensive experience in investments, management, strategy and business development, as well as corporate / government affairs, private / public funding, lobbying, policy making, transactions and M&A. 

Ioanna specializes in structuring and leading complex multi-million Euro deals and projects. She was previously the Investments & Development Director at DIMERA GROUP (infrastructure, tourism, media, F & B, and sports) where she led - inter alia - the negotiations and acquisition agreement of the Porto Carras companies at a price of €205m. 

For several years, Ioanna has served as Advisor to various Greek Ministers of Infrastructure, Transport, Communications, the Minister of Economy & Development (responsible for Industry & Trade) and the Deputy Minister of Economy & Development, dealing extensively with national reforms and EU financing programmes. 

She was the National Coordinator of the "Investment Promotion and Strategic Investments" EU SRSP Project under the World Bank, and the coordinator of the inter-ministerial team responsible for the national framework filming industry incentives (cash rebate, tax relief, shooting licensing acceleration). 

As Director at the Office of the Secretary General of Telecommunications, Posts & Digital Governance, she was chief negotiator for the Closure of the Digital Convergence EU Financing Programme 2007-2014, achieving absorption of ~€1 billion, and for the shaping of the ICT EU Financing Programme 2014-2020, securing more than €1 billion of EU funding. 

Ioanna has served as an elected Member of the Delegation of the Technical Chamber of Greece (TEE) for 5 consecutive terms, and as Vice Chairman of the Hellenic Association of ICT Engineers. 

She holds a BA and an MSc in Computer Engineering & Informatics from the University of Patras, and an MBA from the ALBA Graduate Business School in Athens.
